Description of the Objective
These amendments will streamline some requirements (i.e. unnecessary or duplicated requirements), convert prescriptive requirements, where possible, to outcome-based requirements, increase alignment with regulations and policies of Canada’s major trading partners, and allow greater flexibility in the types of activities that can be carried out within a registered establishment.

Omnibus Regulations – Budget 2012
Description of the Objectives
These regulatory amendments repeal the regulatory requirements concerning pre-market registration of labels and recipes under the Meat Inspection Regulations, 1990 and the registration of labels under Processed Products Regulations, the requirements to use registered construction and packaging materials and chemicals in the FIR, the requirements to use registered chemical agents and cleaning compounds under the Egg Regulations, and add the Emerald Ash Borer as an enumerated pest in Schedule II of the Plant Protection Regulations. The amendments also repeal regulatory requirements concerning efficacy and quality of fertilizer products under the Fertilizers Regulations.

Repeal of the Emerald Ash Borer Infested Places Order
Description of the Objectives
This regulatory package will accompany the Omnibus Regulations – Budget 2012 package in which the Plant Protection Regulations will be amended to add Emerald Ash Borer (EAB) to Schedule II of regulated pests. Until now the CFIA has regulated EAB through the use of Ministerial Orders (MOs) and Notices of Prohibition of Movement, restricting the movement of ash materials out of regulated areas. The MOs have been updated each year to recognize pest detections from annual national surveys. The use of MOs will no longer be required once EAB is added to Schedule II of regulated pests.

Regulations amending the Health of Animal Regulations and the Seeds Regulations – Budget 2012
Description of the Objective
This amendment will add anaplasmosis to the list of immediately notifiable diseases under Schedule VII to the Health of Animals Regulations. This amendment will also add a requirement to the Seeds Regulations that the CFIA only provide Records of Bulk Movement for Seed Potatoes and Seed Potato Certification Tags to growers who are licenced under the Seeds Act to use the records and tags. This will allow for the expansion of the existing voluntary program--under which approved growers have the flexibility to perform inspections and issue documents related to grading and quality themselves-- to apply to all shipments of seed potato tubers shipped domestically or exported to the U.S.
