Regulations amending the Agriculture and Agri-food Administrative Monetary Penalties Regulations (Safe Food for Canadians Regulations)

Description of the Objective

With the proposed introduction of the Safe Food for Canadians Regulations (SFCR), amendments to the Agriculture and Agri-Food Administrative Monetary Penalties Regulations would be proposed to introduce administrative monetary penalties (AMPs) for failure to comply with certain requirements of the SFCR. The failure to comply with a statute or regulations is a failure to observe the public policy objectives of the legislation. Non-compliance must be addressed to ensure that important societal, economic, and environmental objectives are met. An AMP is an enforcement measure to encourage compliance with legislation and can address a range of compliance issues, from the relatively minor to the more severe. AMPss are one of several enforcement options for the CFIA to respond to non-compliances.

These amendments will be pre-published in the Canada Gazette, Part I in Spring 2017. A public comment period will be available for Canadians and other interested parties to provide feedback on the regulatory proposal.
