Regulations amending the Plant Protection Regulations (Newfoundland Quarantine Protocol)

Description of the Objective

The Plant Protection Regulations regulate the movement of soil, and items that could be contaminated with soil, for plant protection risks across Canada. The objectives of the plant protection program within the CFIA are to prevent the introduction and spread within Canada of plant pests of quarantine significance, to detect and control or eradicate designated plant pests in Canada. This amendment would support a re-design of the Newfoundland Quarantine Program, using a comprehensive, risk-based approach including movement certificates for high-risk articles.

There would be business impacts. The "One-for-One" Rule and the Small Business Lens would apply.

Public Consultation Opportunities

These proposed amendments will be pre-published in the Canada Gazette, Part I in Fall 2018. A public comment period will be available for Canadians and other interested parties to provide feedback on the regulatory proposal.
