Part 1: Birds, other than Ostrich, Emus and Rhea

1. Application

This part applies to birds, other than ostrich, emus and rhea.

2. Interpretation

The following definitions apply in this part:

"defect" means a condition of the carcass or its parts that is caused by a deviation from the normal physiology of the animal or that is caused by processing operations and that may affect the edibility of the meat product derived from the carcass of the food animal (défaut).

"detector" means a person who detects defects and other defects of the carcass and its parts and takes the actions set out in the licence holder's preventive control plan (détecteur).

"monitor" means as a person who performs monitoring, ensures that corrective actions are taken and performs verification procedures as set out in the licence holder's preventive control plan (surveillant).

"other defect" means any condition of the carcass or its parts that is not identifiable, has an abnormal level of incidence or may be associated with an emerging or unknown condition (autre défaut) .

"reconditioning" / "reprocessing" means a process by which defects are removed from within the abdominal cavity of a carcass by vacuuming, scraping, trimming, or a combination thereof (reconditionnement / retransformation).

"rejector" means a person who identifies the carcass and its parts as accepted or rejected in accordance with the licence holder's preventive control plan (rejeteur).

3. Detection of Defects and other Defects of The Carcass and its Parts

  • (a) The licence holder must, for the purpose of conducting the post-mortem examination program, have trained detectors in sufficient numbers for:
    • (i) detecting defects of the carcass and its parts and taking the relevant measures set out in the licence holder's preventive control plan; and
    • (ii) detecting other defects of the carcass and its parts and referring them to the official veterinarian.
  • (b) The licence holder's post-mortem examination program must include procedures for:
    • (i) the presentation of the carcass and viscera for the purpose of examination;
    • (ii) the examination of the carcass and its viscera for the purpose of detecting defects and other defects and taking the measures set out in the licence holder's preventive control plan;
    • (iii) the examination of the cavity of the carcass for the purpose of detecting defects and other defects and taking the measures set out in the licence holder's preventive control plan before the carcass is subject to reconditioning/reprocessing;
    • (iv) paragraph (iii) does not apply if the licence holder has a validated alternate procedure that results in an equivalent outcome; and
    • (v) for the referral of other defects to the official veterinarian.

4. Identification of the Carcass and its Parts as Accepted or Rejected

  • (a) The licence holder must, for the purpose of conducting the post-mortem examination program, have trained rejectors in sufficient numbers for the identification of the carcass and its parts in accordance with the licence holder's preventive control plan;
  • (b) The licence holder's post-mortem examination program must include procedures for:
    • (i) the identification of the carcass and its parts as accepted or rejected as set out in the licence holder's preventive control plan;
    • (ii) categorizing defects that are detected by type of condition;
    • (iii) presenting reports to the official veterinarian relating to the identification of the carcass and its parts as accepted or rejected;
    • (iv) presenting every carcass identified as accepted by the rejector to an Inspector before it is returned to the evisceration line;
    • (v) presenting every carcass identified as accepted or rejected by the rejector to the official veterinarian for rejection correlation tests; and
    • (vi) referring other defects to the official veterinarian.

5. Monitoring, Corrective Actions and Verification

  • (a) The licence holder must, for the purpose of conducting the post-mortem examination program, have trained monitors in sufficient numbers for performing monitoring, ensuring that corrective actions are taken and performing verification procedures as set out in the licence holder's preventive control plan.
  • (b) The licence holder's monitoring and verification procedures must be performed through sampling without bias and in a manner that allows for correlation by an inspector.
  • (c) The licence holder's post-mortem examination program must include procedures that will be applied on every evisceration line, for each species and during each work shift for:
    • (i) monitoring the effectiveness of the presentation of the carcass and viscera, taking corrective actions where necessary and verifying their effectiveness;
    • (ii) monitoring the effectiveness of the detection of defects and other defects of the carcass and its parts, taking corrective actions where necessary and verifying their effectiveness and if applicable, the verification of the meat product after it is chilled;
    • (iii) monitoring the overall effectiveness of the post-mortem examination program, taking corrective actions where necessary and verifying their effectiveness, and if applicable, the verification of the meat product after it is chilled; and
    • (iv) reporting to an inspector, monitoring and verification results that are unsatisfactory according to the licence holder's preventive control plan.
