July 2, 2008 - The Government of Canada today announced proposed changes to the Seeds Regulations to establish a more flexible variety registration system. This government is proposing to move forward to reduce unnecessary regulatory burden and respond to the evolving needs of the seed and crop sectors (i.e. farmers).
The proposed amendments are based on feedback received during extensive consultations with stakeholders culminating in the 2006-2007 "Proposal to Facilitate the Modernization of the Seed Regulatory Framework" which included changes to the variety registration system.
The proposed amendments were published on June 28, 2008 in Canada Gazette, Part I for a 75-day comment period. These amendments do not change the current regulatory requirements for safety assessments of new varieties.
The current registration requirements would continue to be required for all crop kinds currently subject to variety registration, with the exception of safflower, buckwheat, sunflower and potatoes, which will be subject to reduced requirements. Crops that are currently exempt from variety registration will continue to be exempt.
Other proposed amendments would include administrative amendments to the Seeds Regulations to clarify the roles and responsibilities of the Recommending Committees and to update the language in the Seeds Regulations to meet current drafting standards.
