Figure 1.1: Review Process

Figure 1.1 outlines the methodology used to review the Plant Breeders' Rights Act in the context of its intended impacts. Phase 1 involved research and consultations with the first step being an initial meeting with the Plant Breeders' Rights office, followed by the documentation of secondary research, preparation of interview guides, review of results from the Canadian Seed Trade Association survey and interviews with industry, government, associations, farmers and plant nurseries. Phase 2 involved analysis of the research and consultation, including establishment of industry performance benchmarks and preparation of evaluation framework. Phase 3 involved reporting which included the preparation of draft and final reports and presentation of the final report to the Canadian Food Inspection Agency.
