This memorandum is to inform that Directive D-01-11 "Phytosanitary certification of exports of alfalfa seed to European Union countries" has been revoked following recent changes to phytosanitary certification for alfalfa (Medicago sativa L.) seed exports to European Union.
The European Commission (Standing Committee on Plant Health) has formally recognized that all of Canada is free from bacterial wilt of alfalfa (Clavibacter michiganensis subsp. insidiosus). As such, Canada will no longer be required to provide additional declaration for bacterial wilt on phytosanitary certificates for alfalfa seed exports to the European Union as per the relevant European Commission's Council Directive 2000/29/EC in its Annex IV, Part A, Section I, point 49.1 and 49.2.
These revised phytosanitary requirements will help to ease the export procedures for alfalfa seed to the European Union. The CFIA will continue to monitor alfalfa seed exports for bacterial wilt on an ad hoc basis to maintain Canada's status as pest free for bacterial wilt of alfalfa.
Please keep in mind that all alfalfa seed exports to the European Union will continue to be certified for Ditylenchus dipsaci (stem and bulb nematode).
