The requirements in this Appendix are intended to complement and supplement USDA Federal Domestic Quarantine Order Epiphyas postvittana (Light Brown Apple Moth) DA-2007-18 (Federal Order).
In addition to requirements listed in this appendix, the requirements described in the Federal Domestic Quarantine Order are also required to be in place as the basis for phytosanitary certification of US exports to Canada.
The "quarantine areas" referenced in the "Regulated Commodity" column are illustrated in Appendix 5. The CFIA has based the California quarantine areas for LBAM on the quarantine areas defined in the original USDA Federal Domestic Quarantine Order. This order defines a quarantine area as a 1.5 mile radius around a site where there has been a confirmed LBAM find. This resulted in dozens of small quarantine areas spread across several counties. CFIA risk managers felt that, to reduce the risk of spread of the pest to an acceptable level, larger, contiguous zones were required. CFIA has traditionally used county level regulation but in this case, with extensive survey results available and an eradication/suppression program in place, it was determined that two zones that grouped all the small quarantine areas into large northern and southern quarantine areas was acceptable. CFIA will continue to monitor the situation in California through discussion with USDA representatives and will make adjustments to the regulations as required.
