Amendments to QSP 142.2 Authorized Seed Crop Inspection Program

Editorial Changes

All references to "Chief, Imports and Domestic" should be replaced with "Senior Specialist, Seed Design and Delivery".

All references to "QSP 142.1 Pedigreed Seed Crop Inspection Procedure" should be replaced with "QSP 142.1 Pedigreed Seed Crop Inspection Procedures".

4.3.1

The first bullet "request an application from the CFIA office nearest to the location of the proposed inspection activity" is removed.

The following clarification should be added to "completed interrelation chart". "This chart should show the organizational structure of the authorized crop inspection service or that portion of the company that has responsibility for authorized crop inspection activities. The chart should illustrate the relationship among the personnel involved and briefly show their roles".

4.4

The first sentence of the third paragraph is modified to "The duration of evaluation shall be approximately one half-day for each of the written and practical evaluations".

4.4.1

The first sentence is removed and the second sentence is modified to: "When submitting an application for training and evaluation, the applicant/authorized seed crop inspection service must specify in its request":

The following is added to the first sentence: "at the intermediate level for official crop inspectors".

The following is added to the second paragraph. "The criteria used for assessment will be consistent with those used for assessment of crop inspection for intermediate level official crop inspectors. It should be noted that successful completion of this evaluation by a licensed crop inspector does not quality an individual to be employed as an intermediate level official crop inspector. Further training and assessment would be required on additional crops, moderately difficult crops, land use inspection and plot inspection".

4.5.1

The first sentence of the second bullet outlining the obligations of a licensed seed crop inspector is modified to: "agree to retraining and evaluation when surveillance audits/licensed inspector monitoring indicate non-conformances that may be appropriately addressed by training".

4.5.2

The fourth bullet is modified for clarity as follows "conducting auditing and monitoring of seed crop inspection services/licensed seed crop inspectors on a fee for service basis as outlined in section 6.0 Monitoring. (QSP 142.3 may be consulted for further detail.)"

The following is to be added:

4.6 Authorization for multiple crops

Where a crop inspection service becomes authorized to perform crop inspections for a number of crops,

  • where the crops in question are dissimilar, the authorizations will be handled as separate and distinct entities and separate applications must be submitted with separate service agreements. E.g., corn and soybeans.
  • where the crops in question are similar, the authorizations may be handled as one entity if the authorizations are applied for simultaneously e.g. cereal crops.

7.1

The following is to be added:

Where the authorization is suspended or cancelled for one crop kind/group of crop kinds, the suspension/cancellation of all crops kinds will only occur when the authorized crop inspection service fails to provide access to premises, documents, reports, information and/or reasonable assistance as required. However, when the authorization of one crop kind/group of crop kinds is suspended/cancelled, the audit frequencies (systems and surveillance) for the remaining active crop kind/group of crop kinds will be tightened by one level immediately if the action is due to cause. For example, if an authorization for inspection of winter wheat is suspended due to violation of an existing standard, the audit or monitoring frequency for authorized soybean inspection will be increased within the same crop year. Audit/monitoring frequencies will not be increased for remaining crop kinds if the authorized seed crop inspection service has chosen to cease to provide inspection services for one crop kind.

7.2

The following is to be added:

Where the licence of an inspector is suspended or cancelled for one crop kind/group of crop kinds, the suspension/cancellation for all crop kinds will be determined by the National Manager, Seed Section on a case by case basis considering the reason for the suspension/cancellation. The subsequent monitoring frequency for any remaining crop kinds will also be determined on a case by case basis.

8.0

The third paragraph is replaced with the following:

Where the licence has been cancelled due to termination of employment with an authorized seed crop inspection service, the licence may be reinstated within three years upon employment with an authorized seed crop inspection service with no requirement for training or evaluation. To clarify, an inspector leaving a crop inspection service on April 1, 2010 could be reinstated without evaluation until March 31, 2013. In this case, the audit frequency level of the inspection shall be the frequency level at the time of cancellation. Where the licence has been cancelled for more than three years, the licence may be reinstated upon successful completion of the requirements outlined in Section 4.4. The audit frequency will be consistent with the level used for newly licensed inspectors.
