SEED PROGRAM SPECIFIC WORK INSTRUCTION - OFFICIAL SEED SAMPLING
APPENDIX VI: CHECKLIST FOR SAMPLING FOR DOMESTIC SAMPLING
- Communicate with the operator, grower, owner/manager of the establishment.
- Ensure that the seed lot is accessible.
- All containers are labelled with kind, variety if applicable, grade name, unique lot identifier/ number, weight of the container and packager.
- Where tags are affixed to a seed lot, that the information on the tag corresponds to all the documentation.
- The size of the seed lot. There are no maximum lot sizes for domestic product.
- That the seed lot is sealed whether the seed is pedigreed or non-pedigreed seed. The sampler must ensure that the seed lots are sealed in a tamper proof manner.
- The sampler must select the appropriate approved sampling method based on the packaging of the seed and crop kind as specified in Appendix I.
- Prior to sampling, triers and equipment must be thoroughly cleaned and the adjacent area surrounding the seed lot must be free of foreign/contaminating material.
- Sample according to the sampling intensities specified in Appendix II.
- Sample the seed lot using the appropriate technique for the selected trier or method as described in Section 7.0.
- Do not insert triers through labels or printed labelling on the containers.
- When drawing samples, approximately equal amounts of seed are to be taken from each container sampled, or from each place in such container, or when sampling seed in bulk, from each location sampled.
- The container/pail in which the sample is placed as it is drawn must be thoroughly clean at the beginning of the sampling procedure and after each sampling operation.
- The holes in jute or poly bags made by the trier must be closed by running the point of the trier across the hole a couple of times in opposite directions to pull the threads together to close the holes. When the holes can not be closed by this method, suitable adhesive patching tape/labels, CFIA/ACIA 0013, shall be used. The patch should be signed and dated by the sampler.
- All primary samples drawn from containers or bulk must be of approximately equal amounts of seed and each primary sample must be checked for uniformity as to seed lot homogeneity described in Section 10.0. Where there is evidence that the primary samples and/or the seed lot is not homogenous, this should be stated on the Sample Submission Form.
- The primary samples are combined to form the composite sample. The composite sample is submitted to the lab (submitted sample) except, in some cases, the composite sample of the large seeded crop kinds may be mixed and divided as described in Section 14.0.
- The submitted sample must be labelled, (including the tag used in tagging the seed lot sampled) sealed, and packaged securely for shipment to the laboratory as soon as is practicable (see Section 16.0).
APPENDIX VII: CHECKLIST FOR SAMPLING FOR ISSUANCE OF ISTA CERTIFICATE OF ANALYSIS
- Sampler must initiate sampling as soon as possible after receiving a service request from the establishment.
- For pedigreed seed, the sampler must assign the lot number as derived from the CFIA/ACIA 1118 and provide the lot number to the establishment. At the time of sampling, the sampler, shall leave a copy of the CFIA/ACIA 1118 with the establishment.
- Communicate with the operator, grower, owner/manager of the establishment the number of seed lots to be sampled and their location in the warehouse
- Receive from the establishment operator the required documents (i.e. Crop Certificate, pedigreed seed declaration, blend sheets, Application for Seed Analysis CFIA/ACIA 1113, extra tags) to enable sampling to proceed.
- Ensure that the seed lot is accessible.
- Verify that all containers are labelled with kind, variety if applicable, lot identifier/ number, weight of container.
- When tags are affixed to a seed lot, verify that the information on the tag corresponds to all the documentation. A tag shall be forwarded to the lab in all cases.
- When the seed lot is tagged with OECD tags, the tag must contain all the information as required by QSP 152.1 “Implementation of the OECD Seed Schemes and EU Seed Directives”. Otherwise, refuse to sample the seed lot.
- The size of the seed lot must not exceed the maximum lot sizes as stated in the ISTA Rules Chapter 2.
- For seed lots of non-pedigreed seed, the company must mark or label each container in the seed lot with a unique lot designation/number. The sampler's responsibility is to ensure that all the operations are conducted in accordance with ISTA Rules.
- All seed must be sealed in tamper proof containers. Containers of non- pedigreed seed must also be sealed with a CFIA metal seed seal, by the sampler or under the direction of the sampler.
- The sampler must select the appropriate approved sampling method based on the packaging of the seed and crop kind as specified in Appendix I.
- Prior to sampling, sampling triers and equipment must be thoroughly cleaned and the adjacent area surrounding the seed lot must be free of foreign/contaminating material.
- Sample according to the sampling intensities specified in Appendix II.

- The submitted sample must be labelled, (including the tag used in tagging the seed lot sampled) sealed, and packaged securely for shipment to the laboratory as soon as is practicable. (See Section 16.0)

Instruction:
Purity examination under the column for “bulk” 1 kg + 4 kg indicates that
1 kg should be examined for all impurities and 4
kg should be screened and examined for noxious
weed seeds.
If a secondary noxious weed is found, additional quantities should be examined to satisfy the standards in the Seeds Regulations Schedule I, Grade Tables. For example, if one wild oat is found in 1 kg of wheat, an additional 9 kg should be examined to determine whether the seed meets the grade standard for a Canada pedigreed grade name.
All impurities:
- found in the examined purity quantity should be kept in a sealed envelope labelled with, at a minimum, the sampler's inspection sample number, if applicable, the lot number and with an indication that the impurities are from the examined quantity.
- found in the screened quantity shall be kept in a separate sealed envelope that has been labelled with the sampler's inspection sample number, if applicable, the lot number and with an indication that the impurities are from the screened quantity.
These envelopes shall be placed and stored inside the sample bag, unless they are to be forwarded to the CFIA laboratory (see Section 12.1.1 for direction), in which case, attach the envelopes to the Sample Submission Form (Appendix V).
APPENDIX IX: Completion of Application for Seed Analysis for Export Purposes (CFIA/ACIA 1113)

This form is to be completed by the applicant or his/her designate
- 1. Name and Address of Applicant:
- this is generally the name and address that is to be stated on the ISTA International
Seed Certificate. Where the name and address that is to be stated on the
ISTA
International Seed Certificate is not the applicant, this should be indicated
on the application. Where the charges for testing are to be charged to other
than the applicant, this should be indicated on the application.
- 2. Kind of Seed:
- common or botanical name of the seed submitted for testing
- 3. Variety name:
- where stated or required.
- 4. Weight of the lot:
- total weight of the seed lot.
- 5. No. of bags:
- total number of bags x the weight of each bag. Where the bags are not all
the same size, this should be stated
i.e. 300 bags x 25 kg ; 1 bag x 15 kg.
- 6. Date of Sampling:
- date seed lot was sampled by CFIA sampler.
- 7. Lot designation:
- stated the lot number assigned. Where OECD
tags are affixed to the seed lot, this lot number must be stated.

Seed Certificate and indicate which color of certificate is required.

Seed Certificate is required, state the Rules for testing and the certificate
