Submission Completeness Checklist

  • A letter explaining the intent of the submission and outlining what change(s) is requested and for what reasons.
  • A copy of the proposed marketplace label.
  • A completed Fertilizer and Supplement Registration Application – PDF (642 kb) form including:
    • Constituent materials: identification and description of all materials used in the production of the end-product, the source and proportion of these materials (include all formulants: dust controls or anticaking agents, etc.).
    • Other Qualities: this includes physical characteristics (e.g., colour, granular/liquid, etc.), description of the manufacturing process, and size guide number (SGN) for blending products.
  • Registration Fee ($350.00 + HST)
    • Safety review  - ($500.00 + HST)
  • Designation of signing authority T4-95 or written indication that signing authority is unchanged from previously provided documentation.
  • If applicant lives outside Canada, Declaration of the Canadian Agent Form - PDF (65 kb) or written indication that Canadian Agent is unchanged from previously provided documentation.
  • Safety data as requested in Appendix 1 of the T4-122 Service Delivery Standard for Fertilizer and Supplement registration Related Submissions under the Fertilizers Act and Regulations.
  • As per the Registration Guide: to demonstrate product safety the number of metals analyses required at the time of new registration or re-registration corresponds to the total number of batches/lots of product manufactured within a three (3) year interval preceding the submission of an application for a new or re-registration. The required number of sample analyses are listed in the table below.

*See Section 3.6.17 for more detailed information on Batch/Lot numbers. The analyses must include the following eleven (11) elements: As, Cd, Cr, Co, Cu, Pb, Hg, Mo, Ni, Se and Zn. In addition to submitting the required results of analyses, the following validation studies are required when submitting 2 or more sets of analyses: % acceptable recovery, analytical range, limit of quantitation (LOQ), limit of detection (LOD) and % coefficient of variation (CV) repeatability. Each analysis report must bear the signature of the analyst and must be printed on laboratory letterhead. In addition, product samples must be taken either at regular time intervals or intervals that correspond to the actual batch manufacture in order to assess consistency in production.

  • Please also indicate the number of batches/lots produced within the three (3) year period preceding the file submission (used to determine the number of metal analyses required).

Major amendments may be made at the time of re-registration at the re-registration cost. The processing of a major amendment in between registration periods may extend the duration of the product registration.

The Fertilizer Section and Fertilizer Safety Office reserves the right to require additional information, data, fees, rationale or results of analysis to support the registration/approval of any product regulated under the Fertilizers Act and Regulations.
