Information regarding the deregulation of soybean cyst nematode

Implementation of deregulation

As explained in RMD-11-02, as of November 25, 2013, the CFIA will no longer enforce phytosanitary requirements related to soybean cyst nematode (SCN).

Imported grains and grain products

Imported potatoes and potato articles

  • Seed potatoes and other potato propagative material: As of November 25, 2013, Plant Health directive D-98-01  will no longer include requirements for soybean cyst nematode. The 9th revision of the directive will reflect this change. Amendments to Permits to Import are not required.
  • Potatoes and related potato articles that are not intended for propagative purposes (direct consumption, packing/repacking, processing): As of November 25, 2013, Plant Health directive D-96-05 will no longer include requirements for soybean cyst nematode. The 11th revision of the directive will reflect this change. Current Permits to Import which are set to expire on December 31, 2013 will not be amended. However, revised import requirements in AIRS will be in effect on November 25, 2013. 

Imported horticulture products

  • Root crops, vegetables with attached roots, and mushrooms: As of November 25, 2013, Plant Health directive D-94-26  will no longer include requirements for soybean cyst nematode. The requirements related to soybean cyst nematode for these products will be removed from AIRS by December 31, 2013. No changes to Permits to Import are required.
  • Plants and plant parts for planting: As of November 25, 2013, Plant Health directive D-08-04 will no longer include requirements for soybean cyst nematode. However, the changes to AIRS and to Permits to Import will take time to fully implement and may not be completed until the end of 2014. Amendments to AIRS and to Permits to Import will be made in stages between November 25, 2013 and December 31, 2014. Amended Permits to Import will be sent to importers as they are updated; there will be no fee for these amendments.
    To foreign exporters shipping to Canada and National Plant Protection Organizations in exporting countries: Between November 25, 2013 and December 31, 2014, AIRS and the Permits to Import held by Canadian importers may still show requirements for soybean cyst nematode. Please rest assured that these requirements will not be enforced as of November 25, 2013: for example, there is no need for additional declarations related to soybean cyst nematode to be included on Phytosanitary Certificates, even if AIRS or a Permit to Import has not yet been amended to remove this requirement.
