Protecting Canada's environment and agriculture from invasive plants and plant pests is important for the health of our economy and for our enjoyment of nature.

Newfoundland and Labrador restrictions

Soil in Newfoundland and Labrador contains three significant soil-borne pests, which can also be carried in plants with roots and root vegetables such as potatoes, carrots and turnips. If spread, these pests have the potential to devastate Canada's potato industry.

The Canadian Food Inspection Agency (CFIA) works to control and prevent the spread of these pests to other parts of Canada by restricting the movement of soil from Newfoundland and Labrador at all points of exit. This means you cannot transport soil or any materials carrying soil when leaving Newfoundland and Labrador.

Before leaving Newfoundland and Labrador, make sure you are not travelling with any of the following restricted items:

If you need to travel with a restricted item, it may be possible through written authorization under a movement certificate issued by the CFIA.
