Recommendation 1:
Strengthening the integration the CFIA's EFB program objectives within the existing BSE committees as directed by the Animal Health Business Line Committee (AHBLC) or equivalent.

Agreed. The CFIA will increase clarity around the Enhanced Feed Ban (EFB) governance structure (i.e., accountability, roles and responsibilities, point of contact for specific EFB issues). The CFIA will put in place appropriate management, decision-making and internal communication and/or coordination structures to meet the program objectives. |
The Animal Health Business Line Committee (AHBLC) will continue to be the lead for overall BSE programming at the Agency and will liaise with the Food and Plant Health Business Lines as required. The AHBLC, as the Agency's lead, will also work with initiatives such as the Centre of Expertise (COE) project team to establish roles for BSE activities; clarify linkages, lines of authority; and the decision-making processes for the BSE program. The AHBLC makes activity prioritization recommendations to the Policy and Programs Management Committee (PPMC), which makes resource allocation decisions based on the recommendations from the business lines. This will ensure that CFIA's BSE-related activities for all program elements, including the EFB, are discussed and developed in a coordinated, complimentary and consistent manner and will manage the BSE financial resources more effectively. |

Recommendation 2:
Develop and communicate a plan for science-based policies related to SRM in support of the CFIA's EFB program objectives.

The CFIA agrees that changes to the EFB related policies, procedures and programs will continue to be based on science while maintaining the objectives of safety and market access The CFIA will build on the scientific component of its external communication and reporting mechanisms to ensure stakeholder confidence in the CFIA science based approach for BSE program is maintained. |
CFIA, in consultation with stakeholders, will undertake a full review ("EFB 2012 Review") of the enhancements to the feed ban regulations including an assessment of the merits of continuing to exclude the full list of Specified Risk Material. The EFB 2012 Review will inform the overall BSE Roadmap development, led by the CFIA in consultation with stakeholders, including other government departments. The BSE Roadmap is a communication tool to explain its approach to long term BSE management planning and covers elements beyond the EFB, including SRM removal from food, surveillance, import controls, export certification, cattle identification, and technical market access issues. |

Recommendation 3:
Improving performance measurement and management as well as budgeting and financial tracking procedures in relation to the EFB Programming.

Agreed. The Operations Planning Module (OPM) needs to be consistently used to record whether activities were actually delivered as planned (i.e., "Actuals") for all tasks in the task list. Moreover, the OPM should identify EFB-specific tasks in a consistent manner across program sectors or years. |
Review of inspection information across programs responsible for BSE to determine if there are gaps in either inspection activities or program design to strengthen the linkages across stakeholder groups. OSD (program delivery) will organise workshop sessions with Programs (AH, MH, Feed, and Fertilizer) to identify the issues with capturing the inspection data and then propose solutions or recommendations. |

| Improve the system for results-based management, as well as for reporting on performance externally to the CFIA. |
CMB will review the financial coding to assess whether the structure and direction provided to Branches are appropriate to effectively captures program delivery. CMB will undertake a diagnostic of the annual planning cycle to determine whether the linkages between BL planning priority setting, functional direction and operational planning effectively provide sufficient direction to front line on expected EFB planning activities. This will enable more effective performance and financial reporting. Outcome and recommendations will be presented to PPMC for decision. |

Recommendation 4:
Strengthening the planning for the allocation of EFB resources (human and financial) within the current governance process to address adjustments to the originally planned inspection scope and frequency.
