Evaluation Recommendation 1:
The CFIA should:
1a) critically review the existing regulatory framework, particularly relating to trade, marketing and grading requirements, to ensure alignment with FFV sector policy objectives;
1b) clearly identify CFIA and stakeholder (e.g., provincial governments, industry federal government departments) roles and responsibilities in achieving FFV safety and trade/marketing objectives, particularly considering whether there are opportunities for the CFIA to transition out of some or all of the non-food safety related activities; and
1c) identify resource requirements to deliver on these objectives, recognizing the resource gaps that currently exist for delivery of the existing FFV Program for both safety and quality.

Management agrees with the recommendations. The existing regulatory framework for the FFV sector is currently undergoing an intensive and extensive regulatory review under Agency Transformation. As part of this modernization effort, each Regulatory provision applicable to the FFV sector will have been reviewed by May 2014. The Canadian Agricultural Products Act is being repealed and repleaced by the new SFCA which includes provisions and authorities related to market access, quality and safety objectives. Analysis to date informed decisions to incorporate by reference (IBR) the existing non-food safety provisions into a compendium of grades and standards. This IBR approach will provide for more flexibility and timely amendments on an ongoing basis to address evolving sector needs and will facilitate engagement with regulated parties on the necessity, value and intent of each trade, marketing and grade provision housed therein. The next phase of stakeholder engagement of modernized Food Safety Regulations, including the IBR of existing non-food safety provisions, is planned for July 2014. The coming into force of the modernized Food Safety Regulations in 2015 will address the recommendations from a food safety requirements perspective. An internal CFIA policy position paper will be developed that outlines stakeholder engagement objectives as they relate to non-food safety requirements, as well as a strategy and timeline to address recommendations 1 a), b) and c) : November 2014. |

Evaluation Recommendation 2:
The CFIA should develop and implement a performance measurement strategy for the FFV components of the new Food Program as a foundational element to program design and ongoing monitoring of effectiveness. This FFV focused PM Strategy should be integrated into the overall Food Program PM strategy.

Evaluation Recommendation 3:
To support the implementation of the SFCA, the CFIA should develop a targeted engagement strategy for the FFV sector that recognizes the distinct features and relationship challenges to this sector. This should particularly recognize the fundamental shift in role from service orientation to facilitate trade to active food safety regulatory enforcement.

As captured in the CFIA Consultation Policy, the CFIA strives to consult with stakeholders on significant policy and program issues, to gather information and take their views into consideration in the Agency's decision making; and to improve transparency and accountability in the Agency's work. The Policy outlines the framework, processes, principles and mechanisms to achieve this. |
The Agency will reflect on how to improve on closing the loop with interested parties to achieve greater mutual understanding of engagement outcomes in the FFV sector. Key stakeholders and unique challenges in the FFV sector will be identified and, along with mitigations, be incorporated into the broader industry engagement plans in advance of the Agency Transformation engagements scheduled to commence July 2014. |
