Information concerning the delivery of livestock feed labels and shipping documents during COVID-19
As a result of the COVID-19 pandemic, feed manufacturers, their suppliers, and their customers are implementing temporary measures to reduce person-to-person interactions. Such measures may include feed and feed ingredient manufacturers and suppliers electronically transmitting labels and other shipping documents for bulk feed and feed ingredients.
The Canadian Food Inspection Agency (CFIA) expects that regulated parties will continue to act responsibly during this period in order to minimize the effects and duration of any non-compliance caused by the COVID-19 pandemic. If using electronic documents to meet the requirements for the delivery of feed labels and other shipping information during this period, feed manufacturers and ingredient suppliers should maintain documents that demonstrate that they have confirmed that the customer has received the label and other shipping documentation and that the labels continue to be fully compliant.
Operators of conveyances transporting livestock feed or feed ingredients will continue to have a copy (either electronic or hard copy) of the label for the feed or feed ingredients they are transporting with them so that important health and safety information can be made available.
The CFIA's long-standing enforcement and compliance policy has always been to respond to non-compliance with fairness, impartiality and transparency. The CFIA will continue to do so with the additional considerations raised by COVID-19 in mind.
To the extent possible, regulated parties should document the nature and dates of non-compliance, how the COVID-19 pandemic contributed to the non-compliance and the actions taken to prevent or minimize any risk associated with the non-compliance. While all feed labelling laws continue to apply, the CFIA wishes to assure industry that it will exercise its enforcement discretion in a flexible manner and will take into account challenges faced by industry during this unprecedented time.
This notice is in effect until further notice and will be revisited as the COVID-19 situation evolves.
