Export of Unprocessed Wool or other Hair to the European Union

Based on Chapter VIII of Annex VIII of Regulation (EC) no 1774/2002 of the European Union Parliament and of the Council of 3 October 2002 laying down health rules concerning animal by-products not intended for human consumption.

Unprocessed Wool or other Hair Intended for Dispatch to the European Union (EU)

The EU has not published a harmonized import certificate for the import of the above products. The Canadian Food Inspection Agency may issue an in-house certificate if the product meets the following requirements:

  1. The animal by-products:
    1. have been prepared exclusively with animal by-products originating from, either:
      1. animals that are slaughtered in a slaughterhouse, after undergoing ante-mortem inspection and were, as a result of such inspection, fit for slaughter for human consumption in accordance with European  legislation; or
      2. animals that did not show clinical signs of any disease communicable through that product to humans or animals; and
    2. are dry and securely enclosed in packaging.
  2. The products are sent directly to the technical plant or to an intermediate plant, in conditions such that any spread of pathogenic agents is avoided.

However, individual EU member states may require other additional import conditions. Exporters should be especially diligent to have their importers confirm with the Ministry of Agriculture of the importing country, prior to export, that the issued certificate meets all entry requirements.

Special note for materials that are not dried:

The competent authority of the importing country may allow derogation from the requirement that materials be dry prior to shipping. Exporters should have their importers contact the pertinent Ministry of Animal Health in the importing country for more information.
