Items from Section 1 to Section 3 requiring follow-up or corrective action shall be the responsibility of the operator. The veterinarian/inspector-in-charge (VIC/IIC) is responsible for verifying the follow-up or corrective actions are complete and effective. Where compliance with Japanese requirements cannot be verified, certification of the establishment/product for export to Japan, as applicable will not be provided. Where an operator of an approved establishment is unable to meet applicable requirements or correct deviations, the VIC/IIC should recommend to the Area Export Specialist that the establishment be removed from the eligibility list for export to Japan.

Items from Section 4 requiring follow-up or corrective action shall be the responsibility of the VIC/IIC. The Regional Veterinary Officer (RVO)/ Food Processing Supervisor (FPS), as applicable, is responsible for verifying that the follow-up or corrective actions are complete and effective.

Introduction

This checklist is used to review the minimum standards that a beef slaughter/processing establishment must meet when producing beef and beef products eligible for export to Japan. The findings/deviations identified and recorded in Sections 1, 2, and 3 of Annex H must be documented using the CVS task(s) applicable to additional Canadian Food Inspection Agency (CFIA) supervisory export activities.

Operators of establishments eligible to export beef products to Japan are required to develop and implement written procedures to ensure that:

  1. only beef derived from cattle born and raised in Canada, or imported from the United States for direct slaughter or to be raised in Canada, are prepared for export to Japan (in case cattle are imported from another country, the Area Operation Specialist should be contacted to determine their eligibility before authorizing slaughter)
  2. all ineligible tissues are removed from these cattle in a hygienic manner to prevent cross contamination and commingling with meat products that may be exported to Japan
  3. the carcasses and meat products derived from these cattle are easily distinguished from other carcasses and beef products from the point at which the age is determined until the products are packaged and appropriately labelled, or the carcass is removed from the establishment
  4. all ineligible tissues are excluded from the production of processed meat products that may be exported to Japan
