Russian - Other Requirements

1.0 Import licence

Russian importers must obtain an import licence from the Russian Federal Service for Veterinary and Phytosanitary Surveillance (FSVPS).

Russian importers must be licensed to import fish and fish products from Canadian approved establishments. FSVPS has requested that CFIA provides contract information between Canadian establishments and Russian importer(s).

In order to have your company name associated with a specific Russian importer(s), you must complete all the fields of the Annex 1 form below and forward to your local CFIA office. The form must be submitted to CFIA for every new contract information with a Russian importer for which you have not previously informed CFIA or any amendments to existing information (address or name changes of a Russian importer etc.). CFIA is submitting updates on contract information between Canadian establishments and Russian importers to FSVPS on a monthly basis around the 8th of each month.

Note: It is the exporter's responsibility to ensure that the import licence has been issued by FSVPS against their Russian importer before shipping fish products to the Russian Federation.

Field by Field Instructions

Name/number of Establishment: This field should include the complete legal name and registration number, as it appears on the certificate of registration of the company requesting inclusion on the list.

Establishment physical address: This field should include the complete physical address as it appears on the Application for Registration of fish processing establishments under section B.

Product Name: This field should include a list of all products the company will be processing for export to the Russian Federation.

Product Name: This field should include a list of all products the company will be processing for export to the Russian Federation. Refer to Appendix I for the list.

Country and number of establishment - provider of the raw material: This field should contain the Country and Establishment number of any establishment providing raw materials which will be processed for export to the Russian Federation by the company requesting inclusion on the list.

Importer firm in the Russian Federation: This field should include a list of all Russian Importers with whom the company has a contract to export fish products to the Russian Federation.

2.0 All exporters of fish products must notify the CFIA each time a shipment of certified fish has left Canada for the Russian Federation with the following information:

a)

An Excel table has been prepared for exporters to use to provide the information to CFIA (Appendix A - Exporter's Russian Fish Export Certification Notification Form). Exporters are responsible to send the completed table by e-mail to the following address:
CFIA.FEL-LEA.ACIA@inspection.gc.ca with a copy to the signing CFIA inspector within 24 hours of the consignment leaving the port of departure.

This requirement is in line with the Russian Federation's attempt to ensure that all imported certified shipments of fish products from other countries to the Russian Federation are legitimate and do not involve fraudulent documentation or unacceptable product.

Note: The CFIA will submit this information to the Russian Federation on a monthly basis no later than the 5th of each month. Lack of adherence to this process may result in Russian officials not accepting shipments from Canada.

b) Instructions on how to complete Appendix A Exporter's Russian Fish Export Certification Notification Form

Appendix A Exporter's Russian Fish Export Certification Notification Form must be completed by the exporter only when:

This is to ensure that the information sent to Russia corresponds to the certificates received in Russia.

Exporters must submit Appendix A in Excel format by email to FSPD at: CFIA.FEL-LEA.ACIA@inspection.gc.ca within 24 hours of the consignment leaving the port of departure in Canada.

A copy of Appendix A must also be submitted via email to the signing CFIA inspector within 24 hours of the consignment leaving the port of departure in Canada.

Data entry - Field by Field instructions

Please refer to numbered data fields for Appendix A and complete fields by following the instructions below:

Please include all information pertaining to one certificate on a single row in the Excel document used for notification.

1. Notification Type: Indicate whether the notification is for an Original certificate, a Replacement certificate, or for Cancellation. Please check only one of the three options (i.e., place an "X" in the field).

Original certificate: The Russian certificate issued by CFIA that was sent with the product(s) to Russia when the consignment departed from Canada.

Replacement certificate: This column must be checked only if, while en route to Russia, the exporter is requesting a replacement certificate for which Appendix A was previously submitted to FSPD.

Cancelled certificate: Only check out this column for a certificate that was cancelled for which Appendix A was previously submitted to FSPD.

2. Date of Departure from Canada: Enter the actual date that the product was exported from Canada (yyyy/mm/dd).

3. Certificate Number: Provide the CFIA certificate number as it appears on the certificate.

4. Consignor name: Provide the name of the company that is exporting the consignment to Russia.

5. Date Issued: The date the CFIA inspector signed the certificate. Please provide the date in the following format - yyyy/mm/dd.

6. Name(s) and Registration Number(s) of Establishment(s): The full legal name(s) and registration number(s) of the registered establishment where the product(s) was/were processed.

7. Product Description: Accurate description of all products listed on the certificate must be provided. This must include at a minimum the following information:

8. Net Weight: Enter the quantity of product being exported including unit of measure. This should be the same as the quantity appearing on the export certificate. If you have more than one product on a certificate, please indicate in that column the total weight of the consignment.

9. Consignee Name and Address: The name and address of the company in Russia to whom the consignment is being sold.

10. Port of Departure: The city and province where the consignment will be leaving Canada.

11. Container Number: The identification number of the container in which the fish will be stored during transit to Russia. In instances where the information is not applicable, the field must not be left blank and you should enter "Not applicable".

12. Container Seal Number: Identify the number of the seal used to secure the container in which the fish will be stored during transit to Russia. In instances where the information is not applicable, the field must not be left blank and you should enter "Not applicable".

13. Port of Entry in Russia: The name of the Russian city where the product will clear customs entry.

14. Country of Transit: The consignment passing through a country while travelling from a country of departure to the country of destination. If the consignment will be exported directly to Russia from Canada, enter "Not applicable" otherwise; enter the country where the shipment will pass through (e.g. Germany). The field must not be left blank.

15. Original Certificate Number: If the notification is for a replacement certificate, indicate the original certificate number here. For original certificates and cancellations this field should remain empty.

Special considerations

Entering information for two or more products on one certificate

All of the different products identified on the certificate must be entered on the same field under the "Product Description" column along with its full description. Under the "Net weight" column, please indicate the total weight of the consignment.

Entering information for two or more registered establishments listed on one certificate

All of the different registered establishments listed on the certificate must be entered on the same field under the "Name(s) and Registration Number(s) of establishment" column with their complete name(s) and registration number(s).
