NOTE: As a result of recent regulatory changes, information regarding regulations, registration requirements, standards and policies and other related information about the Fertilizer Program found on the CFIA's website is currently being updated.
This memorandum outlines the labelling requirements for coated seed under the Seeds Act and Regulations and the Fertilizers Act and Regulations.
The following information is required on each package of coated seed:
1. Name of the Crop Kind and Kind of Product
The product must be identified on the label as coated seed.
2. The Grade of the Seed
The grade of the seed or seed mixture must be established prior to coating.
3. Lot Number of Seed and Rhizobia
The same lot number could be assigned to the seed and rhizobia.
4. The Percent by Weight of Seed and non Seed Material
For single ingredients this information can be expressed as follows:
- 57% seed
- 43% coating material
For mixtures an appropriate way to express this information is as follows:
- 30% alfalfa
- 20% timothy
- 50% coating material
Should a mixture contain coated and non-coated seed the words uncoated should be placed alongside to identify the uncoated component or components, example:
- 20% alfalfa
- 20% timothy
- 20% bromegrass (uncoated)
- 40% coating material
5. The Fertilizer Grade of the Product
Coated seed containing 3% phosphoric acid on the basis of the finished product (seed plus coating) may be represented by the grade 0-3-0.
In mixtures the fertilizer grade must be calculated on the basis of total product weight. In a mixture containing 50% alfalfa (including coating material) and 50% timothy (including coating material), the timothy portion may have a grade 0-3-0 but the overall grade would be 0-1.5-0.
6. Guaranteed Analysis
The guaranteed analysis of all fertilizer ingredients should be stated in the following format:
Guaranteed Minimum Analysis:
Available Phosphoric Acid (P2O5) ........... 1%
Calcium (Ca) ........................................... 20%
All fertilizer elements must be identified on the label and guarantees must be expressed on the basis of percentage of the total product weight.
7. (Coated) Legume Seed Preinoculated with Rhizobia
Legume seed preinoculated with rhizobia must bear on the label the statement:
"This product is treated with (species name or genus of the active micro-organism inoculum)."
Each coated seed must have at least the number of viable rhizobial cells specified in Section 10.2 of the Fertilizers Regulations.
The expiry date and lot number of the rhizobia must be indicated on the label.
The legume seed preinoculated with rhizobia should not contain a substance that would inhibit nodulation and nitrogen fixing.
8. The Net Quantity Declaration
Metric units must be used.
9. The Name and Address of the Seller
In the case of customer-formula mixtures all mandatory information must be indicated on at least one package in a lot.
Lawngrass Fertilizer Mixtures:
Such mixtures are considered specialty seed and must be labelled with:
- the kinds; and
- approximate percentage of each kind in the mixture based on either the total product weight or the total weight of the seed in the mixture.
Importation of Coated Seed:
- Seed of Certified Status Grown in the United States of America (U.S.A.).
The Seeds Regulations require that pedigreed seed of foreign origin bear tags and seals of a certifying agency acceptable to the Director of the Crop Inputs Division. The official State Certifying Agencies in the U.S.A. are examples of organizations acceptable to the Director.
Prior to coating, a sample of the seed must be drawn by a U.S.A. certifying agency and tested in a recognized laboratory. It is the responsibility of the importer to ensure that the grade of the seed meets the requirements of the Seeds Act. Upon request, the Canadian Food Inspection Agency may issue Green International Seed Testing Association (I.S.T.A.) Certificates. After coating, the seed must be tagged and sealed by the State Certifying Agency. On arrival in Canada the tags will be replaced by Inter-Agency Certification Tags.
Certified Seed Sealed by an Authorized Establishment and exported to the U.S.A. for coating
The Authorized Establishment will establish the grade of the seed. The seed may then be exported for coating and then sealed and tagged by the State Certifying Agency. Upon entry into Canada these tags will be replaced by Certified tags.
- Certified Seed imported into Canada and re-exported to U.S.A. for coating.
When the seed has been released, it may be re-exported for coating and returned to Canada after retagging and resealing by the State Certifying Agency. Upon entry into Canada Inter-Agency Certification Tags will be attached to each container.
The grade of the seed must be confirmed prior to coating. A sample of the coated seed imported into Canada may be drawn at the time of importation.
All containers of pedigreed seed must be sealed or be capable of being sealed so that the identity of the seed remains intact.
Samples of coated seed (minimum 500 g) should be packaged in cloth rather than plastic bags to reduce the chances of damage and deterioration because of high humidity.
